When an auditor identifies unexplained spending, the finding should begin a process: obtain the records, establish the beneficiaries, correct deficiencies and publish the outcome.
In ๐๐๐๐, a review of ๐๐ข๐ ๐๐ซ๐ข๐ ๐ ๐จ๐จ๐ญ๐๐๐ฅ๐ฅ ๐ ๐๐๐๐ซ๐๐ญ๐ข๐จ๐ง (๐๐ ๐ ) development expenditure identified ๐ง๐ข๐ง๐ ๐ญ๐ซ๐๐ง๐ฌ๐๐๐ญ๐ข๐จ๐ง๐ฌ ๐ญ๐จ๐ญ๐๐ฅ๐ฅ๐ข๐ง๐ ๐๐ฉ๐ฉ๐ซ๐จ๐ฑ๐ข๐ฆ๐๐ญ๐๐ฅ๐ฒ $๐๐๐,๐๐๐ without adequate supporting documents. The finding concerned money allocated to football development, not an administratorโs personal entitlement.
Nearly a decade later, Nigerian football still deserves a clear account of how those queries were resolved. Who produced the missing evidence? What did FIFA accept? Were any funds recovered, restrictions imposed or procedures changed?

The ๐๐ง๐ญ๐๐ซ๐ง๐๐ญ๐ข๐จ๐ง๐๐ฅ ๐๐๐ง๐ญ๐ซ๐ ๐๐จ๐ซ ๐๐ง๐ฏ๐๐ฌ๐ญ๐ข๐ ๐๐ญ๐ข๐ฏ๐ ๐๐๐ฉ๐จ๐ซ๐ญ๐ข๐ง๐ (๐๐๐๐) examined a document titled Central Review 2015 โ Key Findings Report of the Nigeria Football Federation, dated ๐๐๐ญ๐จ๐๐๐ซ ๐, ๐๐๐๐. The review was conducted by ๐๐ซ๐ข๐๐๐ฐ๐๐ญ๐๐ซ๐ก๐จ๐ฎ๐ฌ๐๐๐จ๐จ๐ฉ๐๐ซ๐ฌ (๐๐ฐ๐) in connection with FIFA assistance funds.
According to the ICIRโs reporting, approximately $๐.๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง was disbursed in five instalments during 2015. The reviewers identified nine transactions totalling $๐๐๐,๐๐๐ for which supporting documentation was insufficient. Cash disbursements also made it difficult to verify whether some intended beneficiaries received payments and whether spending complied with approved purposes.
The absence of a voucher is not the same as proof of theft. It is, however, a serious breakdown in the ability to demonstrate lawful, authorised expenditure. Football development depends on that trail being complete.

In ๐๐๐๐๐ฆ๐๐๐ซ ๐๐๐๐, then-Minister of Youth and Sports ๐๐จ๐ฅ๐จ๐ฆ๐จ๐ง ๐๐๐ฅ๐ฎ๐ง๐ publicly demanded an accounting of the queried expenditure. Contemporary reports described development funding being withheld while documentation concerns were addressed.
The ICIR reported that then-NFF General Secretary ๐๐จ๐ก๐๐ฆ๐ฆ๐๐ ๐๐๐ง๐ฎ๐ฌ๐ข explained the federationโs use of cash withdrawals and currency conversion in correspondence concerning the findings. Then-President ๐๐ฆ๐๐ฃ๐ฎ ๐๐ข๐ง๐ง๐ข๐๐ค also defended expenditure on national-team activities and the practical payment arrangements used by the federation.
The bank statements, exchange records, vouchers and acknowledgements of payment are the means of testing those explanations. A response letter alone cannot establish who ultimately received each sum.
๐ ๐๐ ๐ should disclose the final disposition of the findings: the dates on which the queries were closed, the evidence accepted and any corrective action required. The NFF should produce the matching transaction records.

The ICIR investigation also examined concerns involving sponsorship receipts, financial-account arrangements and expenditure linked to friendly matches. One example concerned payments connected with a proposed ๐๐ข๐ ๐๐ซ๐ข๐โ๐๐จ๐ฅ๐ข๐ฏ๐ข๐ ๐ฆ๐๐ญ๐๐ก ๐ข๐ง ๐๐๐๐ that did not take place.
A cancelled fixture can still produce legitimate contractual costs. Those costs require documentation: who was contracted, which services were delivered, which payments were refundable and whether recovery was pursued. Every naira or dollar should have a traceable purpose and recipient.

On ๐๐๐ญ๐จ๐๐๐ซ ๐๐, ๐๐๐๐, the NFF stated publicly that grants from ๐ ๐๐ ๐ and the ๐๐จ๐ง๐๐๐๐๐ซ๐๐ญ๐ข๐จ๐ง ๐จ๐ ๐๐๐ซ๐ข๐๐๐ง ๐ ๐จ๐จ๐ญ๐๐๐ฅ๐ฅ (๐๐๐ ) are earmarked for particular purposes and that both organisations send auditors to examine the accounts receiving their funds.
CAFโs ๐๐๐๐๐๐ programme, announced in ๐๐ฎ๐ง๐ ๐๐๐๐, introduced dedicated programme accounts and independent audit oversight. Member associations may qualify for up to $๐.๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง over four years, with additional performance incentives subject to programme conditions. At least half the core funding is designated for womenโs and youth football.
These are programme rules and potential allocations, not confirmation of the amount Nigeria received. Nor should the 2016 FIFA-related review be described as a CAF audit.
Nevertheless, CAFโs role supplies a second line of inquiry: what grants did the NFF receive from CAF, what were they spent on and what did CAFโs auditors conclude? The federationโs own statement makes those questions unavoidable.

FIFA says member associations receiving Forward funds undergo annual central audit reviews. The NFF also reports independent audits of its accounts. In ๐๐๐ซ๐๐ก ๐๐๐๐, it announced ๐๐ซ๐ง๐ฌ๐ญ & ๐๐จ๐ฎ๐ง๐ as its new external auditor after years of service by PwC.
The public needs more than the identities of accounting firms. It needs accessible audit opinions, a record of material findings, management responses and confirmation that corrective actions were completed. For development projects, it needs approved budgets, contractors, completion records and evidence that facilities and programmes actually served footballers.

In ๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐๐๐๐, The PUNCH reported ๐๐ ๐๐ and ๐๐๐๐ investigations concerning a โฆ๐๐ ๐๐ข๐ฅ๐ฅ๐ข๐จ๐ง federal intervention fund intended to settle national-team obligations. The EFCC subsequently confirmed that its inquiry remained ongoing.
That government funding must be traced separately from FIFA and CAF grants. Each stream has its own source, rules, bank accounts and intended beneficiaries.
Investigators should establish the sums released, amounts actually received, authorised payments and any outstanding obligations to football personnel. The findings should ultimately be made public through appropriate procedures.

FIFA must explain the final outcome of its 2016 queries. CAF should account for its own NFF-related audit findings and grant outcomes. The NFF must show how both sets of development resources reached their approved destinations.
Money allocated to youth competitions should produce competitions. Money allocated to facilities should produce usable facilities. Money allocated to player development should expand opportunities for players.
