Nigeria is talking about a new era in football: ๐ด๐ผ๐๐ฒ๐ฟ๐ป๐ฎ๐ป๐ฐ๐ฒ, ๐ฎ๐ฐ๐ฐ๐ผ๐๐ป๐๐ฎ๐ฏ๐ถ๐น๐ถ๐๐, ๐ฝ๐ฟ๐ผ๐ณ๐ฒ๐๐๐ถ๐ผ๐ป๐ฎ๐น ๐๐๐ฎ๐ป๐ฑ๐ฎ๐ฟ๐ฑ๐, ๐ฝ๐น๐ฎ๐๐ฒ๐ฟ ๐ฝ๐ฟ๐ผ๐๐ฒ๐ฐ๐๐ถ๐ผ๐ป, ๐ฏ๐ฒ๐๐๐ฒ๐ฟ ๐ฐ๐ผ๐ฎ๐ฐ๐ต๐ถ๐ป๐ด ๐ฎ๐ป๐ฑ ๐๐๐ฟ๐ผ๐ป๐ด๐ฒ๐ฟ ๐ถ๐ป๐๐๐ถ๐๐๐๐ถ๐ผ๐ป๐.
But reform cannot begin at federation headquarters and end in the league boardroom. It must reach one of the first places where a Nigerian footballer enters the organised game:

That is where children first encounter structured development, where parents place trust in adults promising opportunity, and where talent can acquire commercial value.
If Nigerian football is serious about reform, ๐ฎ๐ฐ๐ฎ๐ฑ๐ฒ๐บ๐ถ๐ฒ๐ ๐ฐ๐ฎ๐ป๐ป๐ผ๐ ๐ฟ๐ฒ๐บ๐ฎ๐ถ๐ป ๐ฎ๐ป ๐ถ๐ป๐ณ๐ผ๐ฟ๐บ๐ฎ๐น ๐ณ๐ฟ๐ผ๐ป๐๐ถ๐ฒ๐ฟ.

On ๐๐ฒ๐ฐ๐ฒ๐บ๐ฏ๐ฒ๐ฟ ๐ญ๐ฌ, ๐ฎ๐ฌ๐ฎ๐ฑ, the ๐ก๐๐ ๐๐ ๐ฒ๐ฐ๐๐๐ถ๐๐ฒ ๐๐ผ๐บ๐บ๐ถ๐๐๐ฒ๐ฒ directed its Technical and Legal departments to produce fresh guidelines for establishing football academies in Nigeria and a framework for genuine grassroots development consistent with FIFA rules.
That decision belongs in the broader reform conversation.
If Nigeria wants a stronger development pathway, it must know ๐๐ต๐ผ ๐ถ๐ ๐ฑ๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐ถ๐ป๐ด ๐ถ๐๐ ๐ฐ๐ต๐ถ๐น๐ฑ๐ฟ๐ฒ๐ป, ๐๐ป๐ฑ๐ฒ๐ฟ ๐๐ต๐ฎ๐ ๐๐๐ฎ๐ป๐ฑ๐ฎ๐ฟ๐ฑ๐ ๐ฎ๐ป๐ฑ ๐๐ถ๐๐ต ๐๐ต๐ฎ๐ ๐ฟ๐ฒ๐๐ฝ๐ผ๐ป๐๐ถ๐ฏ๐ถ๐น๐ถ๐๐ ๐๐ต๐ฒ๐ป ๐๐ผ๐บ๐ฒ๐๐ต๐ถ๐ป๐ด ๐ด๐ผ๐ฒ๐ ๐๐ฟ๐ผ๐ป๐ด.

Many of us learned football in streets, school fields and open spaces. Somebody brought a ball. Older players taught younger ones. Talent announced itself.
That culture produced footballers.
But an organised academy is different.
Once an institution recruits children, charges fees, employs coaches, enters competitions, promises pathways to professional clubs or becomes involved in moving players, ๐ถ๐ ๐ต๐ฎ๐ ๐ฒ๐ป๐๐ฒ๐ฟ๐ฒ๐ฑ ๐๐ต๐ฒ ๐ณ๐ผ๐ผ๐๐ฏ๐ฎ๐น๐น ๐ถ๐ป๐ฑ๐๐๐๐ฟ๐.
An industry dealing with children, careers and money cannot operate on handshake standards.

There is no universal European rule requiring every academy owner to sit the same examination. We should not claim otherwise.
What serious football systems regulate is the environment surrounding youth development.
๐จ๐๐๐ club-licensing rules require structured youth-development programmes covering qualified personnel, facilities, medical support, football education and schooling. ๐๐ฒ๐ฟ๐บ๐ฎ๐ป๐ operates recognised youth performance centres subject to formal standards and quality management. ๐๐ฟ๐ฎ๐ป๐ฐ๐ฒ formally approves elite training centres connected to professional clubs and combines sporting development with academic support.
Different systems, same principle:

Nigeria should create its own ๐ป๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐ฎ๐ฐ๐ฎ๐ฑ๐ฒ๐บ๐ ๐ฎ๐ฐ๐ฐ๐ฟ๐ฒ๐ฑ๐ถ๐๐ฎ๐๐ถ๐ผ๐ป ๐๐๐๐๐ฒ๐บ.
Minimum standards could include identifiable ownership, registration, qualified technical staff, safeguarding policies, suitable facilities, medical procedures, accurate player records, parental consent, written agreements, education for school-age players and periodic inspection.
Academy directors should also understand rules concerning minors, registration, transfers, football agents, training compensation and player welfare.
Nigeria could create a ๐ฐ๐ฒ๐ฟ๐๐ถ๐ณ๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป ๐ฝ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ๐บ๐ฒ ๐ณ๐ผ๐ฟ ๐ฎ๐ฐ๐ฎ๐ฑ๐ฒ๐บ๐ ๐ฝ๐ฟ๐ผ๐ฝ๐ฟ๐ถ๐ฒ๐๐ผ๐ฟ๐ ๐ฎ๐ป๐ฑ ๐ฑ๐ถ๐ฟ๐ฒ๐ฐ๐๐ผ๐ฟ๐, including formal education and assessment.
That would be a Nigerian reform choice, not a claim that every European owner sits the same exam.
Coaches obtain qualifications. FIFA football agents satisfy licensing requirements. Clubs operate under licensing standards.

Clarity becomes urgent when development turns into business.
An academy owner is not automatically a ๐๐๐๐-๐น๐ถ๐ฐ๐ฒ๐ป๐๐ฒ๐ฑ ๐ณ๐ผ๐ผ๐๐ฏ๐ฎ๐น๐น ๐ฎ๐ด๐ฒ๐ป๐. Developing a player and representing that player in a football transaction are different functions.

Those roles should never be vague.
The player may be developed by an academy, represented in a transaction by an authorised professional, employed by a club and collectively represented as a worker by a playersโ union.

They should know the role of the playersโ union before something goes wrong.

Parents are often entering an unfamiliar industry.
A mother may be asked to sign a document she does not understand. A father may be told someone can take his child abroad. Families may hear ๐ดโ๐ฎ๐ด๐ฒ๐ป๐,โ โ๐๐ฟ๐ถ๐ฎ๐น,โ โ๐๐ฟ๐ฎ๐ป๐๐ณ๐ฒ๐ฟโ ๐ฎ๐ป๐ฑ โ๐ฝ๐ฟ๐ผ๐ณ๐ฒ๐๐๐ถ๐ผ๐ป๐ฎ๐น ๐ฐ๐ผ๐ป๐๐ฟ๐ฎ๐ฐ๐โ without understanding the consequences.
Academy regulation should therefore include parent education about safeguarding, financial obligations, authorised representatives and rules governing minors.
The purpose is not to block opportunity.

Many spend years developing players, paying coaches, renting pitches, buying equipment and supporting transportation before anybody outside the academy knows a youngsterโs name.
FIFAโs training-reward system recognises that development can create financial entitlements through ๐๐ฟ๐ฎ๐ถ๐ป๐ถ๐ป๐ด ๐ฐ๐ผ๐บ๐ฝ๐ฒ๐ป๐๐ฎ๐๐ถ๐ผ๐ป ๐ฎ๐ป๐ฑ ๐๐ผ๐น๐ถ๐ฑ๐ฎ๐ฟ๐ถ๐๐ ๐บ๐ฒ๐ฐ๐ต๐ฎ๐ป๐ถ๐๐บ๐.
Accurate registration and documentation therefore matter to both player and academy.

That does not mean suffocating grassroots football. Street football should remain free. Community football should flourish.
But once somebody establishes an organised academy and enters the pathway toward professional football, ๐ฑ๐ถ๐ณ๐ณ๐ฒ๐ฟ๐ฒ๐ป๐ ๐ฟ๐ฒ๐๐ฝ๐ผ๐ป๐๐ถ๐ฏ๐ถ๐น๐ถ๐๐ถ๐ฒ๐ ๐ฏ๐ฒ๐ด๐ถ๐ป.
Nigeria possesses too much talent to leave that pathway to chance.
A new era will not be measured only by ๐๐ต๐ผ ๐ผ๐ฐ๐ฐ๐๐ฝ๐ถ๐ฒ๐ ๐ฎ๐ป ๐ผ๐ณ๐ณ๐ถ๐ฐ๐ฒ.
It will be measured by whether ๐๐ต๐ฒ ๐๐๐๐๐ฒ๐บ ๐ฏ๐ฒ๐ป๐ฒ๐ฎ๐๐ต ๐๐ต๐ฎ๐ ๐ผ๐ณ๐ณ๐ถ๐ฐ๐ฒ ๐ฐ๐ต๐ฎ๐ป๐ด๐ฒ๐.
Whether the parent understands what is being signed.
Whether the academy knows its obligations.
Whether the coach is qualified.
Whether the agent is licensed.
Whether the playerโs development is documented.
Whether the player knows who represents him.
And whether a child can enter football with a dream and emerge with ๐ฏ๐ผ๐๐ต ๐๐ต๐ฎ๐ ๐ฑ๐ฟ๐ฒ๐ฎ๐บ ๐ฎ๐ป๐ฑ ๐ต๐ถ๐ ๐ฟ๐ถ๐ด๐ต๐๐ ๐ถ๐ป๐๐ฎ๐ฐ๐.
That is where reform becomes real.
