BY ๐AUL LUCKY OKOKU
Two headlines arrived almost together, and they deserve to be read side by side.
On ๐๐๐ญ๐จ๐๐๐ซ ๐๐, ๐๐๐๐, Reuters reported that FIFA President ๐๐ข๐๐ง๐ง๐ข ๐๐ง๐๐๐ง๐ญ๐ข๐ง๐จ received an additional $๐.๐๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง payment in 2024 through FWC2026, the United States-based World Cup entity. ESPN obtained documents describing the payment, which was not included in FIFAโs ordinary 2024 compensation disclosures. Reuters reported that Infantino separately received approximately $๐.๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง in regular salary and benefits. FIFA maintains that its reporting complies with applicable requirements and that an independent committee determines presidential compensation.
The same day, The Associated Press reported a proposed $๐.๐๐ ๐๐ข๐ฅ๐ฅ๐ข๐จ๐ง FIFA development programme for ๐๐๐๐โ๐๐๐๐, potentially providing $๐๐ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง to each national association, subject to approvals.
The figures describe different accounts and different purposes. Together, they expose the question FIFA must answer: why is the world governing body capable of organising such vast financial arrangements while the people representing Nigeria still struggle to collect ordinary contractual entitlements?
Infantinoโs reported additional payment demands a precise explanation. Was it compensation, reimbursement, housing support or another benefit? Who approved it? Where was it disclosed? Why could readers of FIFAโs annual financial report not readily identify it?
The answer cannot be reduced to whether the payment was lawful. FIFA promotes transparency throughout the global game. That standard must begin with the office of its president.
The proposed development expansion heightens the stakes. The $25 million figure is not money already deposited into Nigeriaโs accounts. It represents a proposed four-year allocation under conditions still to be finalised. But before additional funding flows, FIFA should show how it has dealt with serious findings involving money it previously supplied.

Article 1 of this series examined the 2016 review of NFF development expenditure. As reported by the The NFF defended its payment methods. The missing piece in the public record is the final reconciliation: which documents satisfied FIFA, what corrective measures followed, and who verified completion?
That review concerned the NFF administration led by ๐๐ฆ๐๐ฃ๐ฎ ๐๐ข๐ง๐ง๐ข๐๐ค, with ๐๐จ๐ก๐๐ฆ๐ฆ๐๐ ๐๐๐ง๐ฎ๐ฌ๐ข serving as general secretary. Their official positions establish accountability for explaining the federationโs response; they do not establish that either man personally received the disputed funds.
FIFA moved rapidly when the same administration faced a leadership challenge. On August 14 it threatened Nigeria with suspension unless control of the NFF offices was returned to the executive committee led by Pinnick. By August 20, FIFA announced that control had been restored and suspension would not proceed.
The contrast is striking. FIFA published a deadline and outcome to defend the leadership it recognised. Where is the equally accessible public account closing the earlier financial findings?
Pinnick appears in this history because he led the NFF from ๐๐๐๐ ๐ญ๐จ ๐๐๐๐, spanning the development transactions questioned in 2016 and the leadership dispute addressed by FIFA in 2018. His name also appears in investigative reporting about federation finances during that period.
Responsibility must be established transaction by transaction: who signed each approval, who controlled the relevant account, who authorised a withdrawal and who certified the beneficiaryโs receipt? The records, rather than the frequency of a name in headlines, must determine individual responsibility.
There is a second question. When ๐๐๐ซ๐๐ก๐ข๐ฆ ๐๐ฎ๐ฌ๐๐ฎ succeeded Pinnick in 2022, what outstanding debts, contracts and unresolved financial findings were formally handed over? A change of president cannot make a footballerโs unpaid entitlement disappear.
In ๐๐ฎ๐ฅ๐ฒ ๐๐๐๐, BBC Sport reported that ๐๐ฎ๐ฉ๐๐ซ ๐ ๐๐ฅ๐๐จ๐ง๐ฌ players boycotted training at the Womenโs Africa Cup of Nations over unpaid match bonuses and allowances. Some outstanding entitlements exceeded $๐๐,๐๐๐ per player. The women had already played the matches. Their protest concerned payment for work completed.
In ๐๐ฎ๐ ๐ฎ๐ฌ๐ญ ๐๐๐๐, the international playersโ union ๐ ๐๐ ๐๐๐ publicly assisted the Super Falcons over bonuses, camp allowances and expenses, some dating back to 2021. NFF President Gusau subsequently discussed the outstanding amounts and plans to address them using available resources.
Coaches encountered the same payment culture. BBC reported in ๐๐๐ฒ ๐๐๐๐ that Flying Eagles coach ๐๐๐๐๐ง ๐๐จ๐ฌ๐ฌ๐จ had received only three monthsโ salary over roughly fifteen months. By September that year, ๐๐จ๐ฌ๐ฬ ๐๐๐ฌ๐๐ข๐ซ๐จ had reportedly received just three months of salary since his May 2022 appointment and agreed to reduce his monthly pay from $๐๐,๐๐๐ to $๐๐,๐๐๐.
These cases are not evidence that Infantinoโs payment, FIFA development grants or specific NFF receipts financed unpaid wages. They show a recurring institutional failure: contracts are signed, national duties performed, and the promised money remains contested or delayed.
A player cannot suspend the mortgage because an allowance is late. A coach cannot ask a childโs school to wait because the federation is awaiting a transfer. Financial insecurity crosses the threshold of the dressing room and enters the home.
๐๐๐ , led by ๐๐๐ญ๐ซ๐ข๐๐ ๐๐จ๐ญ๐ฌ๐๐ฉ๐, oversees continental competitions and operates development programmes with their own financial controls. Nigeriaโs federation has publicly said CAF and FIFA audit accounts receiving their respective grants. CAF should therefore disclose Nigeria-specific allocations, any material audit findings and completed corrective actions. Those records must be kept separate from FIFA funding and Nigerian government intervention funds.
Neither continental solidarity nor institutional independence should substitute for a verifiable payment trail.
FIFA should publish a clear explanation of Infantinoโs reported additional compensation and the basis of its disclosure. It should also identify the outcome of the historical NFF audit queries and the conditions attached to Nigeriaโs future development grants. The NFF should publish independently reconciled schedules of national-team entitlements, stating what was owed, paid and remains outstanding. CAF should identify what its own development funding achieved in Nigeria.
And footballers must have a direct route to enforce payment without risking their national-team careers. Agreements should specify amounts, due dates, responsible payers and independent dispute resolution before the first whistle.
Football generates its wealth because players give their bodies, time and futures to the game. Administration exists to serve that sacrifice, not the other way around.
When FIFA announces billions, the cameras turn toward the podium. When Nigerian players ask for money they have earned, too often the spotlight turns toward their supposed impatience.
Turn it back toward the accounts.
The signatures.
The approvals.
The people entrusted with the funds.
