NCC Ranked Among Nigeria’s Top Three Performing MDAs in 2026 Public Service Assessment

The Nigerian Communications Commission (NCC) has been ranked among the three best-performing Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2026 Public Service Reforms Performance Assessment conducted by the Bureau of Public Service Reforms (BPSR).

The recognition was announced in a statement issued on June 28, 2026, by the Director of Public Affairs at the NCC, Mrs. Nnenna Ukoha.

According to the statement, the Commission secured third place overall after a rigorous evaluation of federal MDAs using key public sector performance indicators. The assessment measured compliance and institutional effectiveness across several benchmarks, including the Self-Assessment Tool (SAT), Freedom of Information (FOI) Compliance Score, Fiscal Transparency and Integrity Index, and official website performance.

The ranking highlights the Commission’s sustained commitment to transparency, accountability, institutional reforms and effective public service delivery, reinforcing its position as one of Nigeria’s leading regulatory agencies.

The Nigerian Investment Promotion Commission (NIPC) and the Nigerian Export Promotion Council (NEPC) were ranked first and second, respectively.

The institutional ranking, which covered all Federal Government MDAs, recognises agencies that have demonstrated outstanding commitment to public service reforms and excellence in service delivery.

In addition to the institutional awards, 20 individuals from the federal, state and local government levels received distinguished public service excellence and leadership awards for their exceptional contributions to public service. 

Among the recipients were the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, and the Senior Special Assistant to the President on Sustainable Development Goals, Mrs. Adejoke Adefulire.

Representing the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, at the award ceremony held on Tuesday in Abuja, the Executive Commissioner, Technical Services, Engr. Abraham Oshadami, expressed appreciation to the Bureau for sustaining the annual assessment framework.

“First, on behalf of all awardees, and second, on behalf of the Board, Management and staff of the Nigerian Communications Commission, we thank the Bureau for these recognitions. For us at NCC, this recognition acknowledges our ongoing reform efforts and underscores the need to sustain them,” he said.

Oshadami noted that the recognition would motivate MDAs to deepen their commitment to efficient service delivery. He added that, for the NCC, the award affirms that its reforms aimed at enhancing transparency and accountability in the telecommunications sector are gaining public acceptance and recognition.

He said the recognition also reflects the Commission’s efforts to improve service quality, transparency and responsiveness for telecommunications consumers across the country.

“For our telecommunications consumers, this recognition reflects ongoing efforts to strengthen service quality, transparency and responsiveness across the sector. The assessment outcome also reinforces the importance of maintaining standards that support improved customer experience and greater confidence in telecom services nationwide,” he stated.

Oshadami reaffirmed the Commission’s commitment to deploying effective regulatory tools and innovative approaches to improve service quality and strengthen consumer protection in Nigeria’s telecommunications industry.

He highlighted several reforms introduced by the Commission over the past two years, including the National Coverage Map, which provides near real-time information on network availability and performance across the country, and the publication of Quarterly Network Performance Reports that assess network quality nationwide.

 NCC has also directed Mobile Network Operators (MNOs) to simplify the presentation of their tariffs to make them clearer and easier for consumers to understand. Operators are equally required to comply with updated Corporate Governance Guidelines designed to promote stronger corporate accountability and improved operational performance.

The Commission has further intensified the proactive publication of comprehensive and timely industry data to enhance transparency and keep the public better informed about developments in the telecommunications sector.

Speaking at the event, the Director-General of the Bureau of Public Service Reforms, Mr. Dasuki Arabi, commended participating MDAs, particularly the top performers in the 2026 assessment, for demonstrating commitment to transparency, accountability and open governance.

“This annual event, which begins with a public lecture and concludes with an award ceremony, marks the commemoration of the United Nations Public Service Day. It also highlights the role of the Nigeria Public Service Lecture Series and Awards as a platform for recognising MDAs that have demonstrated strong performance in reform implementation and service delivery,” he said.

The NCC was ranked the second-best-performing Federal Government agency in the 2025 website performance assessment conducted by the BPSR. Unlike the previous exercise, this year’s assessment adopted a broader evaluation framework that included official website performance, the Self-Assessment Tool (SAT), FOI Compliance Score, and the Fiscal Transparency and Integrity Index.
