    Lagos Assembly Debunks Defection Of 27 House Members To Labour Party

    The Lagos State House of Assembly wishes to categorically debunk the malicious and unfounded publication alleging that twenty-seven members of the Assembly are planning to defect from the ruling party to the opposition Labour Party (LP). This publication is entirely false, misleading, and a deliberate attempt to misinform the public.

    We find this report not only offensive but also riddled with inaccuracies and outright falsehoods that serves no purpose other than to sow discord and confusion within the Assembly and among the good people of Lagos State.

    The recent developments in the House, including the removal of the erstwhile Speaker, Hon. Mudashiru Obasa, and the election of Rt. Hon. Mojisola Lasbat Meranda as the new Speaker, are purely internal matters. These actions were carried out in accordance with the constitution of the federal republic of Nigeria as Ammended.

    These events in no way suggest any intention by members to leave the party. We emphasize, without any ambiguity, that no member of the Assembly is contemplating defection.

    We were elected under the Leadership of the Ruling Party, The ruling party remains united and focused on delivering its mandate to the people of Lagos State. The falsehood being spread originates from agents of destabilization who seek to create unnecessary tension and division within the Assembly.

    To our party leaders and supporters across the state, we assure you that all members remain committed to the party.

    Furthermore, we reaffirm that any internal disagreements within the House will be resolved amicably through peaceful and democratic mechanisms. There is no crisis that warrants any member considering defection.

    We also call on all media partners to uphold the ethics of journalism by verifying facts before publication and refraining from spreading unverified reports that could mislead the public.

    Speaker Obasa Gifts Vehicles To Lagos Assembly Senior Staff

    The Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, has presented official vehicles to staff of the Assembly in the directorship cadre.

    The presentation of the cars is the second in a row coming a few weeks after some senior staff were handed the keys to their own cars as part of the efforts of the leadership of the House to bolster productivity and service delivery to the legislative arm and the state.

    The beneficiaries include directors and deputy directors across the various departments and units that make up the Assembly.

    Speaking concerning the presentation at the Assembly complex, Dr. Obasa said the occasion marked an important landmark in the determination to ensure effectiveness, encourage productivity and hard-work and support the need to have a conducive work environment for the staff.

    The Speaker noted that the Lagos State House of Assembly has become a yardstick for measuring legislative prowess and excellence due largely to the result-oriented focus of the staff and management.

    “As a result of this, it is just necessary to boost this efficiency and keep the Assembly up there as the perfect example of legislative effectiveness that it has become in our democratic Nigeria.

    “We cannot falter or step down from the successes we have achieved so far. The Lagos State House of Assembly has created that pathway in this democracy for the smooth running of the society.

    “We want to continue to have a House of Assembly that does not only have a conducive environment, but with staff who are always eager to meet the needs of Lagosians through inputs in pro-people legislation for which the House is poised.

    “It is pleasing to say that the vehicles would help the beneficiaries meet official needs and tasks and enhance our collective goals of making Lagos better each day,” he said.

    In his response to the presentation of the vehicles to the staff, the Clerk of the House, Barr. Olalekan Onafeko, commended the positive outlook and welfare-oriented posture of the leadership of the Assembly headed by Speaker Obasa.

    Barr. Onafeko, who doubles as Head of Service of the Assembly, said the vehicle would enhance productivity and encourage passion and commitment among the staff.

    Following a protest by some Lagos parents over the increase in the boarding fees of the state’s model colleges, the Lagos State House of Assembly has directed the Chairman of its House Committee on Education, Hon. Mosunmola Sangodara, to invite all the concerned stakeholders and report back within a week.

    This directive came after the Speaker, Rt. Hon. Mudashiru Obasa, met with the protesters at the Assembly gate.

    The fees were hiked from N35,000 to N100,000 for the 2024/2025 session which commenced on September 15, 2024.

    During plenary on Monday, Obasa said that he had to intervene when he heard the crowd chanting protest songs at the entrance to the Assembly.

    He advised the parents to remain calm, assuring them that the matter would be addressed.

    Hon. Sangodara (Surulere II) informed the House that the committee had already engaged the Ministry of Education and other stakeholders.

    Hon. Shabi Adekola (Lagos Mainland II) also explained that during a meeting with the officials of the Ministry of Education and others, it was agreed that the parents should continue paying N35,000 pending further review of the fees.

    Hon. Gbolahan Yishawu (Eti-Osa Constituency II) pointed out that the increment was primarily related to students’ feeding costs. He, however, urged the government to explore ways to ease the financial burden on parents and offer assistance where necessary.

    In his contribution, Hon. Bonu Solomon (Badagry I) added that parents had raised concerns that students unable to pay the new fee were not allowed to purchase food within the school premises adding that this had further complicated the situation.

    The House is expected to await the report from the education committee before taking further steps.

    Lagos Assembly Hits Back At Suspended Alimosho LG Chairman, Lawyer

    The Lagos State House of Assembly has asked suspended chairman of Alimosho Local Government Area, Jelili Sulaimon, and his lawyer, Dr. Abdul Mahmud, to recognise the place of law rather than sentiments and emotions as guiding principles of legislative practices in Lagos State.

    The advice by the Assembly on Tuesday was in response to the purported reaction of the duo to the suspension of the council chairman by the House on Monday at plenary.

    The House, in the reaction signed by Hon. Stephen Ogundipe, chairman, Committee on Information, Strategy and Security, further advised Jelili against ascribing self-made meanings to the laws empowering the lawmakers act where necessary in the interest of the people.

    JELILI SULAIMAN’S SUSPENSION BACKED BY LAW

    The attention of the Lagos State House of Assembly has been drawn to a statement supposedly signed by Dr. Abdul Mahmud, counsel to the embattled Alimosho local government chairman, Mr. Jelili Sulaimon, claiming to condemn the unanimous agreement of the Assembly to suspend his client on Monday, October 7, 2024.

    Beyond the sensational rhetoric and half-baked details in the statement that is replete with emotions rather than deep-thoughts, it is pertinent to break down the real situation and puncture arguments as to the powers of the House to suspend Mr. Jelili.

    In his race to the public to ‘garner’ sentiments, Jelili’s lawyer forgot to remember that there are no local government areas that created themselves. In other words, the creation of a local government follows strict processes of the law and Section 7 of the 1999 Constitution of Nigeria (as amended) creates the path to knowledge about this.

    “The system of local government by democratically elected local government councils is under this Constitution guaranteed; and accordingly, the Government of every State shall, subject to Section 8 of this Constitution, ensure their existence under a Law which provides for the establishment, structure, composition, finance and functions of such councils.” Does this answer a question from the arguments of Jelili’s lawyer as to who has the power to create laws that regulate the activities of local government councils and their administration?

    For better understanding, that section provides for the existence of: democratically elected system of Local Government to be guaranteed by a law of the State House of Assembly.

    The same section provides that the House of Assembly is required to make provisions for statutory allocation of public revenue to Local Government Councils in a State. Section 8(3) highlights the procedure to be undertaken by a State House of Assembly in the creation of a new Local Government Area(s) in a State while Section 8(4) highlights the procedure to be undertaken by a State House of Assembly, through law, in the boundary adjustment of existing Local Government Areas.

    Now, Section 162 (8) of the Constitution stipulates that a Law of the State House of Assembly shall provide for the distribution of monies standing to the credit of Local Government councils in a State.

    Maybe we should remind him, his client and those travelling with him that Section 128 of the same Constitution further gives clarity to the powers of the House of Assembly.

    “Subject to the provisions of this Constitution, a House of Assembly shall have power
    by resolution published in its journal or in the office Gazette of the Government of the State
    to direct or cause to be directed an inquiry or investigation into – (a) any matter or thing with respect to which it has power to make laws.

    Here and based on the above constitutional provision, we are moved to ask again: who is legally guaranteed to make the law that creates the running of the local government? It is definitely not the National Assembly which is granted the constitutional powers to create states and not local governments.

    This brings us to the Lagos State Local Government Administration Law (as amended) upon which the creation, administration and related activities of the local government system of Lagos State are based.

    For better public information and effective knowledge, Section 24(a) of the amended law gives powers to the Lagos State House of Assembly to pass a resolution for the removal or suspension of any chairman, vice chairman, or official of any local government area (LGA) or local council development area (LCDA) after conducting an investigation. It states further that all that is needed for this resolution is a simple majority of the Assembly members. This emphasis is further highlighted in Section 5 of the law.

    The amendment aims to ensure accountability and maintain order within the local government structure in Lagos State.

    With this level of enlightenment as to the position of the laws guiding the administration of local government councils, it is further important to avoid misinformation or misrepresentation of the recent Supreme Court judgement concerning local governments in Nigeria. There is a marked difference between financial autonomy (upon which the lawyer’s argument rests) and administrative powers of the House. The rush to churn out a defence armed, albeit, with inferior understanding of the Supreme Court judgement does not give a sufficient case against the action of the House of Assembly.

    The Local Government Administration law from which the council chairman and other elected officials of the local government system derive their powers is a product of the House of Assembly. The office of the Auditor-General for Local Governments that monitors the financial activities of this third tier of government is created by the law made by the Lagos State House of Assembly.
    The Local Government Service Commission which handles issues relating to the officials of local governments is a creation of the House of Assembly. The Lagos State Independent Electoral Commission (LASIEC) that conducts elections into elective offices at the local government level is a creation of the House of Assembly. Therefore, jettisoning these facts will amount to a poor knowledge of the legislature. If you say the Lagos State House of Assembly does not have the power over local governments, it means all these laws created by the House should not be in place. If the laws should not be in place, then why would local governments exist?

    We learnt that in a bid to protect the chairman, the councillors of the Alimosho Local Government Area hurriedly suspended the Vice Chairman, Akinpelu Johnson. To show how laughable this is, it is good to note that the law guiding them does not have a provision for suspension. The Local Government Administration law gives them the opportunity to remove a chairman or vice chairman but this also comes with a process. Thus, the suspension of Johnson is simply invalid. It is therefore necessary to remind the council leader that he can also be removed in line with the Local Government Administration law of Lagos State. If he does not know this, then, it is a pity.

    For the few trying to juxtapose the functions of the National Assembly with those of the House of Assembly in this case, they should take a chill pill and request to be tutored. The National Assembly cannot interfere with the runnings of a State. It is not a part of its duty. On the other hand, the constitution grants the State House of Assembly powers over the local governments.

    It is to be noted that this is not the first time the Lagos State House of Assembly would be suspending the same council chairman. In May 2021, he was suspended with two others by the House for their total disregard for the local government guidelines created by the State Legislature.

    While we urge against mawkishness, we would also like to task residents of the council and members of the public not to allow themselves be swayed by positions and opinions that are opposite the law in this regard.

    Market Authority Bill To Strengthen Lagos Business Activities – Lawmakers

    *Bill scales second reading at Lagos Assembly

    Majority of the lawmakers at the Lagos State House of Assembly on Tuesday supported the Market Authority Bill currently being considered by the legislators.

    The bill scaled second reading on the floor of the House with the Speaker, Rt. Hon. Mudashiru Obasa, committing it to the House Committee on Local Government. The committee is expected to report back to the House in two weeks.

    The bill, if passed, aims to provide for the registration, formation, organisation and operation of market operations in the State.

    Hon. Sanni Okanlawon, chairman of the local government committee, said the bill tries to address some anomalies in the extant law and would make it mandatory for all markets to be duly registered.

    His colleague, Rauf Age-Suleiman, noted that the composition of the board of the bill is all-encompassing.

    The Deputy Majority Leader, Adedamola Richard Kasunmu, noted that the Iyaloja-General belongs in the Market Advisory Council as captured in the bill. As such, it would amount to dual roles if she is added to the Market Board.

    On his part, Hon. Sa’ad Olumoh said the bill makes it mandatory for the appointment of the board members to be ratified by the House. He also noted that the bill would help to scrap situations where traders arbitrarily apportion titles to themselves.

    “Clause 18 talks about an advisory board which the Iyaloja-General is going to be heading. That tells us that our Iyaloja is in a better position to give the necessary advice,” he said.

    While Hon. Stephen Ogundipe said the proposed law would be appreciated by Lagosians, his colleague, Hon. Nureni Akinsanya, urged that the bill should make it necessary for only honest people to gain positions.

    Contributing to the debate, Hon. Aro Moshood emphasised that the bill ensures the cleanliness of markets, their effective management and takes care of gridlocks caused by the activities of traders and buyers.

    Lagos Assembly Plans Geographic Information Law

    A new bill that seeks to harmonise all geographic information service projects of Lagos is under consideration at the State House of Assembly.

    The Lagos Geographic Information Service bill, which had stakeholders making contributions on Friday, is also aimed at establishing a computerised central database for all information relating to geospatial matters and related issues.

    Section 4(2) of the bill says the agency’s responsibilities include introducing, implementing and sustaining best practices for all Geographic Information Systems (GIS) in the state as well as “develop and maintain an online platform that will contain all information and statistics on geospatial-related matters.”

    Speaker of the House, Rt. Hon. Mudashiru Obasa, said the bill, when passed, would help in improving governance and boosting professionalism.

    “It is targeted at integrating governance with advancements in technology. This is something we hope to always take advantage of so that our state can continue to be ahead in the area of development,” Dr. Obasa, represented by Hon. Stephen Ogundipe, a member of the House, said adding that the Assembly will always make the residents of the state its focal point.

    Chairman of the House Committee on Physical Planning and Urban Development, Hon. Ogunkelu Sylvester, said the bill “shows a commitment and sincere
    sense of duty on the part of the legislators of the state to put people’s interest at heart.

    “Today’s public hearing means a lot to the improvement of information technology and computerised central database in Lagos State.”

    Ogunkelu, who represents Epe Constituency 2 at the House, described it as a bill that will cover the database of Lagos just as he commended the Speaker for his passion for the progress of the State.

    “The bill will guide the government to have a database of everything concerning Lagos and in this case, you could be in your house and apply for a certificate of ownership on your property and have it without even visiting the Ministry.

    “It will also cut sharp practices and curb fraudulent sales of land. For land, the database will have details of owners including their photographs,” he said.

    Rasheed Makinde, a former lawmaker, commended the House for its proactiveness while some of the stakeholders suggested the involvement of professional bodies in the proposed law.

    Gas Explosion: Lagos Lawmakers Demand Better Enforcement Of Safety Law

    Following a recent gas explosion in the Ajeromi/Ifelodun area of Lagos that resulted in fatalities, the state House of Assembly has called on concerned ministries, departments and agencies of government to step up enforcement of safety laws to protect lives and property.

    The House, at plenary presided over by Rt. Hon. Mudashiru Obasa on Monday, tasked two ministries – Physical Planning and Urban Development as well as Special Duties – to up their responsibilities to ensure that lives are protected against sales of combustible substances in residential areas.

    The House frowned against the proliferation of gas shops across the state and asked the Lagos State Safety Agency not to compromise on enforcement of laws regulating the activities of such outlets, a statement by Eromosele Ebhomele, Chief Press Secretary to the Speaker, said.

    A recent gas explosion had led to the death of 15 residents with at least 35 others sustaining injuries according to their representative at the Lagos Assembly, Hon. Sabur Oluwa (Ajeromi Ifelodun 2).

    The House urged the government to support the victims in the form of relief materials.

    Before the lawmakers observed a minute silence for the victims of the explosion, Speaker Obasa sympathised with the affected constituents and emphasised the need to address the issue.

    He acknowledged that gas regulation falls under the ‘exclusive list’, but urged the state to find a way around it to prevent further tragedies.

    “Having gas shops and outlets within the community without proper regulations must be looked into. It calls for concern and we must look for a way out,” Dr. Obasa said as he directed the Clerk, Barr. Olalekan Onafeko, to communicate the resolution of the House to the appropriate authorities.

    Meanwhile, the Assembly has commended the Lagos State University Teaching Hospital (LASUTH) and the Gbagada General Hospital for their swift handling of emergency cases brought to the facilities.

    Hon. Desmond Elliot (Surulere 1) said he witnessed how medical personnel at the two hospitals battled to save the lives of fire accident victims recently.

    “Our health sector should be commended,” he said while acknowledging the collaboration between arms of government resulting in elevated healthcare standards in the state.

    “The commitment and dedication I witnessed in the handling of fire victims at LASUTH and the Gbagada General Hospital are encouraging, reflecting a system where all hands were indeed on deck.

    “When I got to the wards, I met over nine doctors and nurses attending to the victims at the LASUTH. I saw the same thing at the Gbagada General hospital,” he said.

    Speaker Obasa, who emphasised the role of the legislative body in recognising and supporting such commendable endeavours, added: “This is exactly what the House is expected to do at all times.

    “We will always commend the MDAs for a job well-done, and anywhere they falter, we will always point such out.”

    He, thereafter, directed the Clerk to forward letters of commendation to the management of LASUTH, Gbagada General Hospital and the Commissioner of Health, Prof. Akin Abayomi.

    The Lagos State House of Assembly on Tuesday asked Governor Babajide Sanwo-Olu to urgently summon a stakeholders’ meeting to address the current hardship experienced by residents of the state in order for the government to adopt sustainable solutions beyond palliatives.

    The lawmakers noted that though the current economic situation pervades the entire Nigeria and is mostly global in outlook, Lagos State and its local governments must do more to ameliorate the suffering in the land.

    The House also advised leaders and statesmen to join forces with the government and play persuasive roles instead of inciting the people against the government.

    Speaker of the House, Rt. Hon. Mudashiru Obasa, said the situation called for a stakeholders’ meeting for the inputs of everyone including members of the National and state Assembly as well as local government chairmen.

    “No doubt, there is a challenge before us as representatives of the people and it is the duty of all of us to proffer solutions.

    “This is a situation that started long ago in Nigeria and was graduating. It is unfortunate that we are facing this now. The dollar issue did not start now. The prices of food and how farmers had been prevented from going to farms as a result of insecurity did not start now.

    “The most unfortunate thing about it has to do with the comments coming from some leaders of the country. Instead of using their wisdom to appeal to the people, they use their words to incite people against the government as if they have not been in the country before now.

    “We cannot leave the Federal Government alone to proffer solutions to our problems. There is no ‘abracadabra’ about it.

    “The immediate concern is to appeal to our people. Protests and violence will not solve anything but take us backwards. Nobody prayed for the current situation but we must work hand-in-hand to take us away from this mess.


    It is not the president’s fault, neither is it the governor’s fault,” Dr. Obasa said while commending Governor Sanwo-Olu for recently starting the Trader Money programme through which 15,000 traders have benefitted.

    The Speaker directed that the commissioners for agriculture and transportation, Ms. Ruth Abisola Olusanya and Oluwaseun Osiyemi, respectively as well as related parastatals and agencies be invited to brief the House on their plans to make life more comfortable for the people just as he urged serious sanctions against those who hoard dollars in the country.

    “All this while, we have been talking about sports to take our youth off the streets as we have seen in other countries. Let us inject money into it and make it attractive so that they would be engaged. Our system of education must also be adjusted to emphasise what students can become on their own without seeking or applying for jobs.

    “There is a need for orientation and sensitisation. There are a lot of complaints and negatives out there. The government should also embark on campaigns and orientation to make the people know the real situation and what is being done. The government’s voice must be louder than those who are hell-bent on destroying the country,” Dr. Obasa said while lamenting the current prices of cement and iron even when most of the materials are locally sourced.

    Earlier speaking under ‘Matter of Urgent Public Importance’, Hon. Segun Adebisi Ege representing Ojo Constituency 1 lamented the hardship rocking the state.

    Ege also urged that Governor Sanwo-Olu be called upon to subsidise transportation and prices of food items in the state.

    In his contribution, Deputy Majority Leader, Richard Adedamola Kasunmu, said there was a need for the government to bring out actionable plans to solve the economic problem in the country.

    On his part, Hon. Adewale Temitope said the entire economic situation must be looked at holistically for a solution while Hon. Femi Saheed noted that other countries are facing the same situation with the price of a bag of rice over N120,000 in Cameroon and in Ghana, it is approximately N97,000. He emphasised the need to improve agriculture.

    Hon. Gbolahan Yishawu stressed the need for Lagos government to prioritise power while Nureni Akinsanya of Mushin Constituency 1 advocated for food banks in Lagos State to make residents buy at cheaper rates.

    Obasa, Lawmakers Mourn As Ex-Lagos Speaker Dies At 82

    Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, has described the death of Abayomi Kinyomi, a former Speaker in the State, as a great loss.

    Dr. Obasa said this in a statement released by his Chief Press Secretary, Eromosele Ebhomele, on Wednesday, adding that the former Speaker would be sorely missed for his contributions to the advancement of Lagos.

    Rt. Hon. Kinyomi, who served as Speaker of the Lagos State House of Assembly between January 1992 and November 1993, died at 82 on Tuesday after a brief illness.

    Obasa urged the deceased’s immediate family, his friends and associates to take solace in the fact that he lived a life of service to humanity which is one of the reasons for being alive.

    According to Obasa, “Rt. Hon. Kinyomi lived a good life both privately and in public office in which he served Lagos diligently and passionately. His service and love for Lagos state can never be forgotten.

    “We will sorely miss him, his wisdom and contributions to the growth and development of our dear state.

    “On behalf of my colleagues at the Lagos State House of Assembly, I pray that Allah, the Most Beneficial, the Most Merciful, grant him eternal rest and give those he left behind the divine strength to carry on, amin.”
