In pursuit of its role in the Nigerian Communications Act 2003, the Nigerian Communications Commission (NCC) is seeking stakeholders’ inputs to understand better the potential opportunities, risks and public-interest considerations related to Satellite Direct-to-Device (D2D) connectivity in Nigeria.
Independent News Express understands that this consultation paper represents an initial stakeholder engagement, in line with the Commission’s participatory and transparency-driven regulatory approach and is intended to inform the Commission’s understanding before any formal rule-making process is initiated under Section 71 of the Nigerian Communications Act, 2003.
The feedback received will support the Commission in developing a robust understanding of emerging D2D service models and their implications for Nigeria’s communications ecosystem, and will inform any future regulatory considerations in this area.
A public notice signed by Nnenna Ukoha, Head, Public Affairs Department of the NCC and made public on Monday, says, “for the avoidance of doubt, this consultation does not constitute a regulatory decision, licensing process, or spectrum allocation. It does not prejudge any future policy outcome and is intended to ensure that any subsequent framework is informed, proportionate, transparent, and responsive to Nigeria’s market realities.
“Stakeholders are kindly invited to access the Consultation Paper via this link https://ncc.gov.ng/sites/default/files/2026-01/Consultation-Paper-on-Satellite-Direct-to-Device_2.pdf, which provides the full background, scope, and consultation questions. Responses should be submitted through the online form contained in the document. The email address [email protected] may be used strictly for requests for clarification, additional enquiries, or the submission of supporting documentation.
“All submissions must be received by the Commission no later than Monday, February 23, 2026.”
